• Terrakinesis - Kaneki can create, shape and manipulate earth and "Earthen" elements including most solid objects, specifically all minerals and mineral compositions regardless of their state (mountain, boulder, sand or dust), dirt, soil, etc.
  
  
• Rinkaku Kagune v1 - Three scaled tentacles that are crimson red and are located in the middle back of Kei. None of them are present when he is not threatened. When he is about to absorb someone one appears to consume the victim.  He can also use the the extra appendages offensively by lashing out with all three simultaneously.

Alright so a couple of things:

On your hemokinesis you would be only be able to control blood outside of the body. And your version of blood control is actually two techs. One tech being control your own blood and then the second tier/tech would be control their blood.

Then on your kagune some tweaks are needed. You can keep one tentacle out the entire time as it is your "tail" if you so choose. However you wouldn't be able to keep all three out for an indefinite period of time. You can lash out with all three in an attack but that would be your limit at your current level.
