Alright, so we all know that in several cased in Dragon Ball Z people have sacrificed themselves by exerting all their remaining energy into one massive explosion that ultimately takes their own life in the process. This is a short and sweet explanation as to how such techniques work. Anyone is allowed to do this, there is no tech requirement to self detonate as it’s not really something you can practice…well practice more than once. When activated this only takes one post to do, there is not a long charge needed to do it as such an attack is usually a last ditch effort. That said if this type of a technique is used the resulting blast is at x2 of your current PL. Since an attack like this is incredibly fast and covers a wide area it is something that is quite hard to avoid so unlike other attacks it can be sort of an “auto hit.” While we leave the reaction to such attacks to those they are being used against we want to make sure it understood that if you are relatively close there is no real way to dodge such an attack. In a case such a technique is used staff will review the scene if there is any sort of dispute as to how it goes off, but we have faith you all will react approximately. After all we have seen examples of this in the show, two of which the powerful individuals it’s used on have no way of avoiding the blast.

Also, how does that work with Majins/ Bio Androids who can regenerate? Also how does it work in Otherworld? (heaven/ hell)

If they can regenerate it's likely they can survive, but they probably can't regenerate if the blast has enough power to overcome their own power. I can see power boosts through transforming being one way to "nullify" the attack. You'll take damage but likely not as much.

Those with regeneration have a better chance of surviving, but of course the power of the attack matters. If your vaporized like Cell it won't matter. If a creature with regeneration is to use self destruct they cannot regenerate from it. As for in the after life...who knows...

How does self destructing interact with charging if at all? If I were to say charge for 2 posts and then self destruct would the PL of the attack be 4,730,916(My pl, x2.3 then x2) or would it be 4,223,78 ( my pl x4.3)

It might differ on PL. Someone like you in SSJ doing it may kill Ninjin as well. The others in other threads will likely see it and could also be partly effected by it.

Chiaotzu's range was small and Vegeta's was huge, but didn't go more than what, 100 yard radius? Maybe 200? So yeah.

Cell can only regenerate because of a single cell taken from namekians. For example: Piccolo has this regenerative cell behind his neck. If you strike that area, then Piccolo can always regenerate. I'd assume the same would go for a bio-android. Because the explosion incinerates both the user and the victim, a namekian and a bio-android would not survive either cases. However, realistically, a majin should be able to survive whether or not they are the ones performing it or not. Regardless, according to the admins, majins can't survive this; I assume it's a matter of balancing the races. But I need a little clarification. Majins can't survive performing a self-destruction attack or they can't survive someone else's self-destruction? Honestly, I still don't understand how Goku defeated Majin Buu. The spirit bomb did the exact same thing Vegeta did, it incinerated him into tiny bits.

They can possibly survive a blast from someone else. They CANT survive their own self destruction blast for the simple purpose to avoid abusing their death regeneration.
