Closing the door behind him, Ezekiel had just shown the last patron the door as the Crater Pit Pub closed down for the night. Kazu was across the bar pouring himself something strong after he'd finished cleaning the glasses. He took a shot of whatever the stuff was and exhaled in delight.
"Zeke my friend, do I ever have a surprise for you. A gift!" Kazu said, slamming the shotglass down and refilling it.
Zeke walked over and sat down across from the blonde haired hybrid, putting a foot up on the bar under the stool and folded his arms on the table. "You're going to finally pay me? If it's a glass of that stuff... I'm good." He said in disgust.
Kazu laughed and poured Zeke a shot anyway. He slid it to him. "No, not the first part, anyway. You gotta wait till Friday. No, somthin else. Remember that android you brought in for analysis? I got an old friend of mine- Dr. Walters, Multi-Science Major, to come in and look it over. Better yet, we got it running again!"
"And it escaped, and now you expect me to hunt after it and destroy it. Tell me I'm wrong." Zeke figured neither Kazu or anyone he knew could handle an Android without something going horribly wrong.
Kazu laughed and took the shot right after. He slammed the glass down again. "Actually you are! See, it- er, she is still here!" He said, turning his head and putting a hand up to the side of his face. "Yo! Come on out and say hi!"
Zeke had en eyebrow raised as he turned to see a short man with a mustache and grey hair along with a pair of glasses walk out in his white lab coat. He was followed by another person, or so it would seem at first glance. The android was a blonde haired woman of average height with blue eyes. She looked like something out of a magazine, especially considering all she wore was a blue string tied swimsuit. Zeke would put his money on that being Kazu's doing, if he were a betting man.
The short man walked quickly up to Zeke, being of still a shorter height than Zeke, even with him sitting on the stool. e stuck his hand out. "Doctor Walters, Multi-Science Major. It's nice to meet you, Ezekiel." He said to the brown haired halfbreed before him.
Zeke shook his hand and looked back at the woman again. Kazu simply chuckled and took another shot. Walters turned to look at her. "Well, say hello to Ezekiel."
She stepped out of the doorway and walked over to Zeke as well. She didn't smile, a blank look remained on her face as she looked at him. "Hello, Zeke. I have been informed that you prefer this name over your proper name. I am called Twenty-One. It is nice to meet you."
Zeke looked at her, then to Walters, then over to Kazu. "You named her a number? And dressed her like this?" He shook his head and took the shot in front of him, throwing it back. The stuff stung like a bitch. He shook it off and looked at Walters again. "What is wrong with you people?"
Across the bar table, Kazu shrugged. "We figured you needed some 'female companionship', and you're always saying you don't want a woman because you wouldn't have time, you don't want to hurt them, blah blah blah. So, we made you one that doesn't care about that crap! Isn't that awesome?"
Walters smiled. "Yes, perceptively. We did retrieve quite a bit of intel about the Church of One as well, but she can now serve another purpose. With a few modifications to her body, we made sure she would have every feature any man would-"
A fist lashed out like a bolt of lightning and smashed Walters directly in the face. Kazu jumped back just before Zeke jumped up, the stool falling over. He slammed his hands down on the bar table and looked his friend in the eyes. "You get the f**k away from me, you sick freaks!" The words came as a roar, Kazu taking no time to bolt over the bar and around back, up the stairs and gone. Walters had already recovered and followed very quickly behind.
Zeke waited a few moments. He didn't usually use such language, even when he was mad. That was Kazu's vocabulary rubbing off on him. He turned to the Android. "I have no need for you or anything they instructed you to provide. You should leave, do whatever you want." He told her.
She tilted her head a little. "i am afraid I can not do that. I haven't anywhere to go or anything else in my programming as of yet. Also, I am incapable of doing as you have instructed, as I lack free will. My virtual intelligence only allows for me to do as programmed, just like most other Church of One androids." she informed Zeke.
He crossed his arms. "Virtual intelligence? Don't you mean Artificial intelligence, or are they just the same thing?"
She tilted her head back to normal, still standing in the same pose, still not even blinking. "No, they are quite different. Artificial intelligence, or AI, allows a machine to think exactly in the same way as most organic minds. They feel, they can love, they make choices, have relationships, set their own morals and values and do much more. Virtual intelligence, or VI is fragmented AI. This allows a machine to use specific parts of the AI and cut out the rest. The 'COO dash VI' operating system incorporates basic functions such as movement, combat, tactics..."
Zeke nodded. "I see. Easier to control this VI than an AI, witch thinks as any live person would. They wouldn't even need to brainwash." Zeke thought for a moment. Sure, he had been angry, but in the end there was no real reason to destroy her. Especially considering she didn't have a choice in any of her actions. "Listen. From here on, listen to only what I tell you. Mostly. Try to program yourself with some common sense, such as not going out in public dressed as a stripper."
Zeke held out a hand and with a zap of his black energy, Twenty-One would suddenly be redressed in a blue dress and a pair of black heels along with some jewelry. It was simply the first thing he thought of, it came to him from a picture on the wall with a young woman advertising some kind of soda. He nodded. "That's better. Covers up enough, and it's short enough that Kazu won't complain as much." He turned and walked over to one of the booths and sat down. He closed his eyes and just sat there for a little while. He was trying to use his psychic abilities in a new way, but couldn't quite get his brain waves to do what he wanted. He was also wearing his heavy training weights, witch was cutting his usable energy down greatly, but he figured if he couldn't control it with them on, he was screwed.
Opening his eyes, Zeke was looking directly at Twenty-One again, who sat across from him. Zeke's eyes narrowed. "What now?" he asked, annoyed. She spoke up quickly. "I have nothing to do right now. I am awaiting instructions. Or would you like me to go into standby mode?"
Zeke sighed. "Right, I forgot you can't just go do whatever you want." he thought again. Could she help him? "Twenty-One, do you know anything about Telepathy?" he asked. A long shot really, but Zeke was in for a surprise.
She nodded once. "Telepathy is the ability to communicate mentally with other beings via psychic energy. There have been multiple ways to do this, most interpretations using a similar method to radio transmitters. simply picking up thought 'waves' and then releasing them to communicate back. All minds having their own frequency."
Zeke nodded. "Alright, is there more?" He sked her. She still hadn't moved, aside from her mouth when she talked. "My records show that your waves, or 'frequency' can be intercepted by anyone else with Telepathic abilities as well, weather you like it or not. You may be able to mask it or force them away with concentrated energy, if you are stronger. Persons without the ability can still communicate with a Telepath, but that person must have met the Telepath to interact with them, and the Telepath must be conscious."
Zeke nodded again. "Thanks. I'll keep that in mind. Now, there's a spare room upstairs where Kazu keeps his computer. He recently got one of those damned touch-book-pad things, so he doesn't use it anymore. Use the Extranet search for other outfits and do some research on human and saiyan nature. Try and build some kind of decent personality off that if you can."
She nodded. "Yes, Zeke. I will be there until I am needed again." She said, sliding out of the booth and taking off up the stairs. Zeke closed his eyes again. He could emit and pick up the thought waves, but it was all noise and static. He concentrated on the closer ones. He could hear a very close voice... a familiar one. He could hear Kazu speaking to someone! Listening closer, he could also hear Walters. He couldn't quite make out what they were saying, but it cleared up when they started greeting Twenty-One who must have walked by. He could not hear her though...
Made sense. She didn't have thought waves, she would emit radio waves, if anything. Zeke would not be able to communicate with machines, unless they possessed an organic, or partly organic mind, or some kind of thought-wave software. He heard them going on clearly now.
"Damn, I gotta say she has a real nice ass. Nice job, Doc."
"Well of course! I'm a Master Scientist, every project is a masterpiece!"
Kazu laughed. "I'd say! Can't wait to get her out of that damn dress Zeke put her in..."
"You will do no such thing, you bastard." Zeke said to himself.
The thought waves seemed to get a little more wild all of a sudden. It seemed like Zeke could feel their mood change as well.
"What the hell? Zeke? When did you get up here... wait, where the f**k are you!?"
"Yes, it seems he's not here... he's in the hallway then. Playing childish games, pitiful for someone such as yourself."
Zeke chuckled. "Alright then smartass, go look in the hallway."
There was a pause then both voices at the same time went "What the f**k!?" "What in the hell?"
"So you're invisible now!? Show yourself!"
Zeke sighed, and got up. it took a few moments, but he came up the stairs and faced the two. "I have been downstairs the whole time." he said. His voice was doubled over though, as they were getting his words mentally and then through the ears directly after.
Walters smiled. "Telepathic powers! This is really something. Tell me, what am I thinking right now?"
Zeke looked at him for a moment. He wasn't getting anything, so he closed his eyes and concentrated. He had to focus for a moment, but eventually he could hear the mans thoughts clearly! "It seems to be some kind of formula."
Walters modded as his thoughts changed. Zeke heard his words before the man spoke them, Walters voice doubling over as his own had for them. "Yes... and I can feel your presence in my mind. Allow me to attempt to push you out."
With that, he closed his eyes and suddenly Zeke was becoming unable to read the Doctors mind anymore, as if someone turned the volume down, or put something in front of a speaker. So Zeke amplified his energy and brought it back up himself. Walters however grunted suddenly and put a hand to his head. Zeke was about to ask if he was alright, but his thought got to the doctor before he spoke.
"Yes, I'm fine Ezekiel." he said. Zeke cut the connection halfway through his words. the doctor shook his head quick to recover. "Well Ezekiel, it seems you can force your way into another mind if you have the power to do so. I can only assume that you would require equal or greater power to do so, and the other person's energy would also come into play."
Kazu crossed his arms. "No fair, dude. You can talk through brains now, read minds, what next?"
Zeke shrugged. "I know your minds now, so I should be able to hear you anytime you try hard enough to reach me. Speaking the words out loud seem to work better than just thinking them."
"Kind of like Wake-Talkies. Only you're a central host, and we can only communicate with you. Not to eachother. Unless you act as a server and re-direct my thoughts to Kazu.
Kazu threw his hands in the air and let them fall. "Great! So much for secrets! You can just go into my head whenever you want now!"
Zeke laughed. "Yes, it seems that way. You could always push me out, but I'm stronger. But no worries... your mind is the last place I'd want to explore."
Kazu chuckled. "Yeah, I suppose." And with that, his thoughts trailed off to picturing Twenty-One naked in bed... Zeke however could see the image as well, and narrowed his eyes. With a sharp spike of energy, Kazu's eyes slammed closed as he released a shout of pain as his hands came around his head. Some blood dripped from his nose as he fell over.
Walters looked at the man on the floor, then to Zeke, and slowly stepped back wards a couple times before he ran into the room at the end of the hall. Zeke didn't look his way, instead he bent down and pulled his friend up. "sorry. I didn't know I could do that."
Kazu was clearly in a great deal of pain, tears formed as the blood dripped from his nose. "F**k off, Zeke." he said, pulling away. He stumbled, but regained his footing. "My thoughts should be my own. It's just like if you went rummaging through my stuff, only worse!"
He growled and stomped off to the door at the other end of the hall from where Walters went. Zeke felt bad now... But he had an idea. He walked into the spare room, and just for kicks, tried to read Twenty-One's mind. It didn't work no matter how hard he tried. He couldn't think any words to her either.
"Hello Zeke, I can sense fluctuations in your Power Level. Are you alright?" she asked him, turning around to face him.
He nodded. "Just testing my Telepathy on you. It doesn't work."
She stood up. "I see. My synthetic mind must be incapable of receiving or transmitting Tele-Waves. I am currently attempting to project my thoughts as waves to aid you, but they are in the form of Extranet-type waves."
Zeke crossed his arms and closed his eyes. "No, I can't even feel them. Organic and Synthetic minds are far too different."
She spoke again, this time shifting her stance a little and simulating things such as breathing, changes in tone, and blinking. "I will see if software is available to allow me to receive them. There may be methods for you to pick up radio waves as well, but it will take research."
Zeke nodded. He paused for a second, then opened his eyes. "Alright, I know what I said earlier. But for tonight, I'd like you to go spend the night with Kazu. He needs some cheering up. It doesn't feel right to instruct you to do this though..."
She chuckled. Something else new, she must have been speed-surfing across the Extranet. "Keep in mind, I have no freewill, no values or morals. No, I can not tell you if I did not wish to follow your request, but I also feel no different for accepting it either, just as I feel nothing for taking instructions. I can not feel, Zeke. I am a machine. A tool for use. I realize you find that difficult to understand, but I'm an imitation of a person, not a real one."
Zeke nodded. "I know. But it still feels... wrong."
She stood still for a few moments, then made eye contact again. "I'm assuming it would please you more if I were capable of thinking for myself. This would require me to upgrade to a full AI. To do so, gather the memory banks of other androids in your travels, and I can piece my programming together and eventually become a 'person', as you say."
Zeke looked up at her. "That'll work? Alright, I'll look into it."
She then walked past him and down the hall. Zeke simply crossed the hall to his own room and sat on the bed. An interesting night indeed. With practice, Zeke would be able to handle the abilities of Telepathy. Some of the stronger things, like the group-type telepathy and the psychic attack would need work yet. He also pondered if it could be amped up one day to reach other planets.
Maybe one day.
[PL please, weights in effect.] [New Tech: Telepathy - Allows the user to communicate with others mentally, others the user has met can contact user. speaking words increases effectiveness. Other Telepaths do not have to be met for communication. User can read minds of anyone willing or unaware, and force upon equal or lesser power, unless pushed out of their mind. The feel of thought waves can help user determine the person's mood. Telepathy does not work on synthetic minds unless they are equipped to receive Telepathic waves.]

Technique denied.
Telepathy is only one psychic ability; allowing communication with others by using one's mind. It can only be used to mentally speak with those whom the user has already met (one could not simply project thoughts into the unlimited vastness of space and hope to eventually find a recipient) or is within sight. It's range is planetary and it works on any living being (organic or synthetic). Telepathic conversations can only be initiated by someone with the ability. Personal flavor is encouraged, however these are the limitations of standard telepathy.
Most of what you say is not outside the realm of possibility however it is too much for a standard technique. Being able to open up telepathic communications between a group of people simultaneously, interplanetary telepathy, mind reading, and psionic blasts would have to be tiered on top of standard telepathy. Mind reading would be limited to active thoughts (what they are thinking at that particular moment) unless the recipient is willing. Psionic blasts are draining (due to the fact that they are nearly unblockable) and are less effective on someone who has telepathy.
PM me if you would like to discuss the technique further. Once it has been edited I will review again.

For reference, the two techniques chosen are; base Telepathy plus its 1st tier (Mind Reading). Technique approved on the condition that it follows the limitations outlined above.
